Outline of the Round table

State of Play of Research on Financial Inclusion in EU Regions: ‘The link between a precarious situation and over-indebtedness'

Organised jointly by the Flemish European Liaison Agency, the North East England Office and the Noord-Brabant House on Friday 13 March 2009 from 10.00 till 13.00.

The discussions around the table will be accompanied by Prof Dr Bea Cantillon in Sociology and Social Security at the UI- Antwerp and chaired by Prof Em. Wilfried Dumon in Sociology at the KULeuven.

Venue: VLEVA office, 1000 Brussels, 71 Kortenberglaan - Avenue de Cortenbergh

The round table is a second opportunity for Regions to focus on the theme of social inclusion, and more particularly financial inclusion in preparation of 2010, European Year against Poverty and against Social Exclusion.

The first venue was organised on 30 December 2008, in the premises of the North East England Office in Brussels. The focus was on ‘Social inclusion through Financial inclusion' and targeted on the identification of topics of interests for potential future cooperation and discussions.

During the following hour of the round table, speakers reflect on their experience and the added value of research for their work. They can address opportunities for research on preventive or reactive initiatives and products, or on the development of relevant indicators, methods and definitions that may contribute to their work. The discussion will be assisted with the experience of the Commission in financial, social and consumer protection legal and other initiatives.

In the end, the hands-on-deck actors could identify synergies between European Community initiatives and their concerns.

The issue of poverty concerns individuals and an overall policy can only be efficient if it based on the local reality. Nevertheless, an integrated policy approach of social and financial inclusion is necessary to meet the goals combating poverty and social exclusion as well as in order to reach the Lisbon goals in 2010 and afterwards.

In order to succeed, several themes and policy areas should be interlinked: social inclusion strategy, the internal market review, in order to improve the competitiveness and efficiency of European retail financial services markets, and the consumer policy, designed to ensure that the internal market is open, fair and transparent, allowing consumers to exercise real choice, excluding rogue traders, and helping consumers and businesses take full advantage of the market's potential.

Key areas according to European Commission:

-              effective, adequate and affordable access to basic bank services

-              prevention and rehabilitation of over-indebtedness

-              promotion of professional and personal microcredit

               development of financial information and education to vulnerable consumers
